申明春令，爰攄朝日之誠，寅畏夙興，敢替事天之敬，仰觀非逺，黙感而通，念有民何頼以治安，亦惟帝實爲之主宰，天高星逺，行五緯以無差，地利人和，鎭八維而不動。
