民不怨火而怨使之禁火，民不怨盜而怨使之防盜。是故濟民不如不濟，愛民不如不愛。天有雨露所以招其怨，神愛禱祝所以招其謗。夫禁民火不如禁心火，防人盜不如防我盜。其養民也如是。
