第二款
道榖會與民國政府絕對分立。第一條道敎會在法律範圍內之種極行爲，民國政府皆不得干涉。第二，餼道教會於道教事業外觀不干涉。第三，歆民國政府承認道教會後，應訂立保謹專條，列入法典。
